Description

Appeared during manual product testing for wmde.13 (1.39.5).

Steps to reproduce:

Create a property on Special:NewProperty
Navigate to Special:ListProperties
The newly created property is there
Create another property on Special:NewProperty
Navigate to Special:ListProperties

Expected behaviour:

The second created property is listed

Actual behaviour:

Only the properties seen before are listed, the newly created one is not

Workaround:

Restart wikibase stack (probably the apache/php mediawiki service)

This PR: https://github.com/wmde/wikibase-release-pipeline/pull/493 adds a test to cover the situation.

Added also a note in the manual testing sheet.
