Enable sticky header in the diff view

Description

The diff view is not a special page – it's the same namespace as in the reading and editing modes. Options like edit, history, or watch are available, so the sticky header would have its standard look.

From a technical POV this would be configuring the sticky header to show and possibly changing the contents depending on design review. Justin will take a look before we estimate.
