Description

Steps to replicate the issue (include links if applicable):

Use yt-dlp to download https://www.youtube.com/watch?v=vfAHa5GBLio
Try and upload it to commons via the upload wizard

What happens?:
The upload fails with An unknown error occurred in storage backend "local-swift-codfw".

What should have happened instead?:
The upload should have uploaded

Software version (skip for WMF-hosted wikis like Wikipedia):

I'm aware that this is not a UploadWizard bug per-se, but rather a chunked upload backend SRE kinda bug, however, I'm unsure as to which project/tag handles that component. Any help triaging would be great.
