Motivation

We want to discover pathways that create IP actors which we need to account for with the Temporary Accounts work.
The logging part of this work was implemented in T349891: [S] Add some kind of logging when an actor is created with an IP address. This task is for the monitoring / analyzing the logs in logstash.
