It seems it is still down.
It seems it was already down at some point in July (https://phabricator.wikimedia.org/T341948). When it was down in the end of October, I did not see any answer to this Phabricator issue but it was back online a few days later.
So I'm adding this message to keep track of the status of the tool in case it was put back online since Shyamal's message and down again.

hi. I have restarted mapwarper
It seems to fall over due to out of memory errors, which then kills the web server process but normal and busy operations never reaches high levels. So I'm not sure whats the cause.
I do have email alerts enabled as to downtime and try to manually fix it.
I have lowered ram usage hopefully that helps. Monitoring usage could be a solution
Grafana logs seem to indicate a crawling increase in ram before the OOM which stops it
