no. https://en.wikipedia.org/wiki/Indian_English langcode is en-IN. and i dont think wikimedia currently supports en-in as an option either.

However such names will be valid after T6421: Image file extension should not be part of the name.

If it is not intended to be a permanent solution, this can already be prohibited via title blacklist. cf T153864: Disable possibility to create extensionless File namespace pages

because no one will notice these pages dangling somewhere until someone else came across them by chance.

there isnt a special page like https://commons.wikimedia.org/wiki/Special:UncategorizedPages to track these isolated pages.

i found it only because i was experimenting with special:search in timedtext ns.

in general, i think timedtext pages should not be created as long as this warning "There is no video associated with the current subtitle page." would show up.

OK, it would be a valid request to disallow creation of TimedText for a non-existent file, though such issue will be obviated (but still exist, since we can create a file description page without a file) once we resolved T135221: Make TimedText content an integral part of the File page (then we will no longer have a timedtext namespace).

Is it ? What if you need to do a revision split ? Or keep an in-progress draft of a page ?

But same for many talk pages, sandboxes, things in the file namespace. There is no problem with having a little bit of clutter as long as it doesn't break things (if it breaks things we should fix THAT) and as long as it is not being abused. Lastly, there may be other users outside of Commons to take into account.

I see what you mean, but there are many small things that people do and that a very hard change like this could potentially break, things that neither you or I know about. We haven't checked if an update to the namespace edit notice or an abuse filter or something may be able to validate or even tackle the concerns. At least not that I know about.

it may be clutter to you, but for novice users the current lack of restriction may mean that they might accidentally contribute their work to a neglected page.

let's say someone made a french sub translation from english sub, but somehow they manage to create it at ...webm.français.srt .

1 year later, another user, unaware of this work, translated again and published it correctly at ...webm.fr.srt .

so, time and effort are duplicated and wasted.
