Steps to replicate the issue (include links if applicable):
- Turn on a VPN that is blocked both globally and locally (most common consumer VPNs, including iCloud Private Relay)
- Navigate to https://en.m.wikipedia.org/wiki/Wikipedia:Sandbox
- Click the Edit pencil

Mobile users should see the block messages for all blocks currently affecting them

For desktop users, this was fixed in T344463: Local block messages should override global ones. However, it does not appear to have been tested on Mobile.
