Feature summary (what you would like to be able to do and where): Per https://quarry.wmcloud.org/query/68156, the most frequently used article tags are uncategorised, orphan, improve categories, one source, notability, unreferenced, refimprove, linkrot, stub and 'more footnotes'. We should replace the current list of common tags with these ones, which the reviewers actually use regularly.
Out of these 7 are already present. So only 'under review' and 'copy edit' need to be replaced with 'improve categories', 'one source' and 'notability (general)'
