Steps to replicate the issue (include links if applicable):

• Have CD enabled (duh) and open the user talk page of an IP address on enwiki.

What happens?:

• A duplicate "add topic" button appears underneath the IP talk page banner.
• Clicking on either of the "add topic" buttons creates two message forms, one of which cannot be closed.

What should have happened instead?:

• It probably shouldn't do that.
