Follow up from T336965
Steps to replicate the issue (include links if applicable):

Make the sticky header show
Increase resolution to at or above 1400px
Open the user menu
press tab until the focus leaves the user menu

What happens?:
The focus leaves the user menu

What should have happened instead?:
Focus never leaves.
