At the moment, permalinks on discussion pages allow users to quote a given comment by clicking/tapping on the comment's timestamp.

It is possible to create a link to a given discussion by copying the discussion title from the table of contents, but it is not as intitive.
It is possible to get the permalink from the first comment, but it then highlights that first comment while the goal is to highlight the entire section.
