Please set up a mailing list for zh.wikipedia according to the discussion

Name for mailing list: ipbe-zh
Purpose: This mailing list is for IPBE granters and sysop handling ipbe and account requests on zh.wikipedia
Initial list administrator's e-mail address: Peacearth, staratzhwiki AT gmail.com
Seconday list administrator's e-mail address: Ericliu1912, ericliu.roc AT gmail.com

Note: this mailing list needs to set private because IPBE granters and sysop have access to user private information when handling requests.
