Create group "ipblock-exempt-granter" , sysop should be able to add/remove this group. which includes:

noratelimit
Add group: ipblock-exempt
Remove group from own account:this group

I'm not pretty sure but should the name be "grantor" instead of "granter"? Hope someone native in English could answer that.

Reopen. Such message should not be created locally, but in WikimediaMessages, per T139246: Migrate local group names to WikimediaMessages.

Will upload a patch later (thanks to @SunAfterRain ), but as the local community has complaint about the arbitrary modification for the translation on twn, I still believe it's worthy to have a "local override" page.
