Initially reported by @dom_walden, I confirm the bug on vector 2022. Can't reproduce it on Monobook or Legacy Vector.

Steps to reproduce:

1. go to Beta Wikipedia, desktop view
2. click on any of the two notifications icons

Expectation
#the button shows one unique icon

Reality:
#the button shows multiple icons
