Consolidate and update movement metrics process documentation

Description

Currently, the movement metrics documentation is badly out of date, and the docs that exist are split between several locations:

We should update everything, consolidate the overall instructions into the meta page, and make sure the readmes only cover use of that particular codebase and link to the main documentation.

I've revised and overhauled the main documentation, and moved it to the Meta page (now named meta:Movement Insights/Monthly metrics process to differentiate it from meta:Research and Decision Science/Movement Metrics where the metrics are actually published).

I've streamlined the instructions for setting up API access on the Meta page and updated the readme in the movement-metrics repo.
