The publish-coverage-report job now fails. The individual coverage reports are also not being properly generated.

Desired behavior/Acceptance criteria (returned value, expected error, performance expectations, etc.)

• figure out how to generate multiple coverage reports without breaking things; fix that
• figure out why coverage report publication fails; fix that
