Description

As a creator/consumer/manager of linter rules that are flagged as hidden, I want to be able to query them through an API in order to provide custom experiences for different audiences that might benefit from the linter reports.

&lntinvisible-categories never worked so the patch in T360064#9678343 merged the visible and invisible categories, leaving the invisible categories out of the default set. Post-deploy, the following url should work,
