I have tried to download this page in .txt format, but the resulting file doesn't include the chapters on the subpages, only the TOC.

I tried downloading this as a PDF and encountered the same issue. @Samwilson is this the expected behavior for Japanese subpages/chapters?

These aren't actually subpages. That page has no subpages, and so WS Export doesn't export any of them. Most Wikisources organise chapters as subpages; does jawikisource not do that? Or is it just this one book? If the latter, I'd suggest moving the pages.
Removing CommTech as this looks to be either an issue local to the wiki, or a missing feature that the team is not currently able to work on.
