This task is part of improving the describe step of the Upload Wizard on Commons T358765.

Background
Adding creation/published data of the work is currently part of the describe step. However, it fits better under release rights step rather than describe step in terms of the type of information that is being asked. The proposal is to move the creation/published data field to the release right step so that we can keep describe step more focused on describing the work itself.

• Remove the date created/published field from the describe step
• On own work flow this will be a new question on the page
• On someone else's work flow this question will replace the recently added confirmation checkbox stating the user is not violating any copyright. (We plan to add other ways of detecting copyright violations in the future that are more effective.)
