Description

Once the work by @Sebastian_Berlin-WMSE is advanced enough for testing on Commons.

We made an attempt to build / run https://github.com/OpenRefine/OpenRefine/tree/issue-4303-chunked-upload on my machine last week, unsuccessfully. Decided it's too early in the development to try to test now.

More testing will be required, right now the functionality is very basic. But that will be done after the annual leave period.
