MediaWiki:Vector-no-language-button-label reads "Add languages" even on wikis where this functionality is not available

Description

MediaWiki:Vector-no-language-button-label has no sense on projects that are not connected to Wikidata (like Wiktionary in main namespace) or on some specific namespace like MediaWiki or talk pages. I think that it should be reformulated 'Not in other languages' in this case.

Well when one sees a link where it is written 'Add languages' but when one clicks, it shows just language settings:

which is different on namespaces / projects that are connected to wikidata:

See the description. The Wiktionaries are linked to Wikidata in such a way that it's not possible to "add languages" to main-namespace entries, no matter what user rights you have. So there should never be an "Add languages" call to action on these wikis. English Wiktionary has worked around this by replacing the relevant system message with a {{#switch:...}} parser function to display a different message in different namespaces, but a change should be made in core Wikidata code.
