@Aklapper , hi, the rule you mentioned is currently being discussed and will be finalized in approximately 1 week. Also, local uploads are currently allowed on Azerbaijani Wikipedia. Just in 2019, we redirected the file upload link on the "tool bar" to Commons. This was due to high traffic and inexperienced users uploading all files locally. This page provides links for both Commons and local uploads, which will make things easier for users. Also, not everyone can do local uploads anymore, they need to be in the uploader group for that.

If in this case it is not possible to redirect to the wizard, we can wait until the rule is accepted, that is, until the 19th.
