Allow customizing Vector 2022 appearance settings via global greferences

Description

Vector 2022 introduces a new Appearance menu that's separate from the main Preferences menu:

Please make these settings available on Special:GlobalPreferences so that I don't have to manually set them to values I prefer on every single wiki.
