Files/Pages in category pages follows redirects by default. You can not show files with the __NOGALLERY__ toggle, not sure about the redirect behaviour. In this case the "redirect from" message is missing in this case.

@Umherirrender Thank you for your explanation! Well, I got it, but it still seems weird to me. Why is the local redirect page somehow related to Wikimedia Commons? And why did the local and Commons uploaders, which are two different uploaders, both uploaded a file under the title File:ImageHandler.png? There could be a link somewhere that will create/upload a file under that title. By the way, I found another file on Commons but with another extension. Here: File:ImageHandler.jpg. Perhaps there is a problem somewhere that needs to be addressed.

The first page contains the #REDIRECT syntax to create the redirect (Tagged with "new redirect"), the second edit is the speedy deletion and tagged with "removed redirect". That is not like uploading a file.

It seems that the commons page is evaluated before the state of the local page, which is no longer a redirect, resulting in this linking (maybe similiar to T212687).

I have no idea why ImageHandler is a common name used here, maybe a camera or a tool is setting this.
