Description

To observe/reproduce:

Create a file on local using ${FileName1}. In our case, we can use https://en.wikipedia.org/wiki/File:Cleveland_Cavaliers_wordmark_logo_2017.png.
Create a file on Commons as ${FileName2}.
Create a redirect on Commons from ${FileName1} to ${FileName2}.

Observed behavior:

The local has a banner stating the file is on Commons when it is not.
The local page transcludes the text of the file page twice.

Notes:

I'm not sure if this bug is easily reproducible or not. I have only observed it once on this page.
Possibly related to T30299.
