Steps to reproduce

1. Visit a page with the Vector 2022 skin and click on the Language button (light or dark mode doesn't matter)
2. Click either the small gear on the bottom of the dialog (present if languages are present), or the gear next to 'Open language settings' if there are no languages yet.
3. On the Language Settings dialog, notice the apply settings button looks like this
   
4. Click Input notice the apply settings button looks like this
   
5. The button remains the same as in Step 4 until the page is reloaded or the user navigates to a new page, at which point the button returns to the same as Step 3.

Expected results

• The button behavior should be consistent and should only change if there are settings that have changed.

Actual results

• The button changes based on navigation between Input and Display on the Language settings dialog without any clear reason.
