Codex Special:Block: log entry timestamps should link to the individual log entry

Description

Split from T368111. The "links in logs" feature was added to Core in late 2020 (T207562). This provides a means for users to click through to a specific log entry, i.e. Special:Redirect/logid/12345. This functionality should be retained in the new block log shown at Codex Special:Block.

Acceptance criteria

  • The timestamps in the block log should link to the corresponding log entry at Special:Log, ala Special:Log?lodig=12345 or even Special:Redirect/logid/12345.

I see the timestamp is a link to Special:Log?logid=<id> in the block log at the bottom of Special:Block.
