Decide stewardship of the Country and Territory Protection List

Description

The Country and Territory Protection List was developed by some combination of efforts from Security-Team and WMF-Legal.

However, it is not clear which team is the ultimate steward, as discussed in T380392, so we need to decide that.

Acceptance criteria: stewardship should be clear and documented. Preferably, this would be an endnote on the public policy page (this would makes it easy for staff members to find, because there is no separate internal documentation page, and easy for community members to know where to send comments).

There should also be a clear statement about the planned frequency of updates (which could even be "as needed") so list consumers know what to expect; the page implies that updates will be made every year, but it's not clearly stated.

I would appreciate being cc-ed on any messages but I don't need to be included in any meetings as my team does not have the expertise to be the steward (but, to be clear, we are happy to continue to own the updating of the list in the canonical datasets).

@nshahquinn-wmf - I recently met with @MFischer and we discussed this particular issue. They were going to follow up with their team to understand where this discussion had left off and various paths forward.

We've confirmed that the Global Advocacy team is the steward of the list. There is a DACI chart with more detail (WMF only).
