give "confirmed" users same AFT privileges as "autoconfirmed"

Description

Right now "autoconfirmed" users have the privilege "aftv5-feature-feedback" but "confirmed" users do not. That seems like an oversight, confirmed users should be equivalent to autoconfirmed users for AFT purposes.

Yes, let's change this on production as well.

I just tested it on prototype and it works as intended.

It allowed me to test the editor's view, which still has problems that need to be fixed (I will update that bug with a screenshot next).
