Description:
We have a local installation with mediawiki version 1.5.0 running under XAMPP 1.4.16
on a Windows 2000 server.

When uploading a picture with a file name that containes the German letter 'ß', the
picture will not show up and the 'Special:Newimages' page will not show a thumbnail.
The attempt to access the image page with cause a failure. When changing the letter
in the filename e.g. to 'ss' it works.
