Table of contents is added on property pages

Pages in the Property namespace have tables of contents added, even though "In other languages" is the only section that they're able to have, afaik. (As a side note, it might make sense to generally remove ToCs that only have one item.)

You are right. In the current state they do not make sense there. However we will be allowing statements on property pages so in the future these table of contents might make sense.

So I think the way forward is to not show them when there is only one entry.
