[[MediaWiki:statistics-footer]] exists on many wikis (often outdated) which won't be immediately affected by a change in default; nevertheless it would be useful to override it so that it links some relevant stats.wikimedia.org reports. The more specific links are, the better; but I'll need to figure our what URLs are easiest to construct reliably.

This patch is now more complicated than needed; WikiStats v2 can be linked with the domain name alone.
Yes, we can now link https://stats.wikimedia.org/#/meta.wikimedia.org etc. simply by knowing $wgServer.
