Warn bureaucrats when sysopping a user without an email address; many wikis
strongly encourage all admins to be reachable by email or to have email
registered so that lost sysop passwords may be retrieved -- this would serve as
a reminder.

Not all of them, though, so this should be configurable if introduced in core.

Declining old software feature request with no activity in 4 years. This sounds like a request for a change in policy, not something that should be represented in the software. Bureaucrats have this power and they are given the ability to add groups to users however they see fit based on technical and social requirements they set themselves.
