Create "templateeditor" user group on fawiki

Description

Please create "templateeditor" user group on fawiki with 'editprotected' and 'tboverride' rights, able to be added and removed by bureaucrats and botadmins; and add this group to $wgCascadingRestrictionLevels. Thanks.

Now templateeditor user group can not edit cascade-protected pages. Please add this group to $wgRestrictionLevels to resolve this problem.

Template editors can not edit cascade-protected pages yet, I don't know why.
