External link ending in {{subst:Magic}} does not substitute

Description

Theory:

You should not be able to save a page and get

Foo {{subst:Anything}} foo

as the resulting wikitext. It shouldn't be *possible*; all {{subst:Anything}}s that aren't wrapped in nowiki tags ought to be subst'd.

Data:

If you type:

http://example.com/wiki/{{subst:CURRENTDATE}}_{{subst:CURRENTMONTHNAME}}

into a page and save it today, the resulting wikitext will be:

http://example.com/wiki/{{subst:CURRENTDATE}}_November.

This is not bug 2700, whih is about subst failures when wrapped inside ref tags and similar. This surprising behavior does not involve any tags. It's just a bare URL by itself.
