API list=tags continuation breaks with defined tags

Description

Defined tags with 0 hitcount are processed after all tags with hitcount, in no particular order. If the continuation happens to fall within these defined-but-unused tags, any used tags asciibetically after the continuation value will be repeated.

Further, any defined tags that are used but having names before the continuation value will be reported again with hitcount=0.
