Restoring hit counters for Wikibooks on a sample basis

Description:
The Apache logs cannot be used to count page views because of
system load. But we still need some way of SAMPLING page views
at Wikibooks. Wiki software comes with Hit Counters as a
standard feature. I would like to request that the Hit
Counters are turned on for Wikibooks but configured so that
they are only activated with a template that is only allowed
to be used on a sample basis. (ie: applied by an administrator
to a small set of pages for 7 days max). The limit could be
that no more than 10 pages can have a hit counter applied at
any time on the whole of Wikibooks. There are only about 40
major books in Wikibooks at the moment so we could rapidly
determine which types of books are most popular, optimal
navigation routes etc.

We cant count page hits on a WikiMedia hosted wiki. This is
because most of the pages are served by the squids, thus
never hit the apaches and the counter doesnt reflect the
reality.

Changing all WONTFIX high priority bugs to lowest priority (no mail should be generated since I turned it off for this.)
