Add Flickr blacklist to UploadWizard

Narrative

As a Commons administrator,I want to be able to put Flickr users with a history of giving fake source/license information on blacklist, so that their accounts cannot be used to "whitewash" copyrighted images.

Acceptance Criteria

  • There is a way for siteadministrators to blacklist Flickr users
  • Images by blacklisted users cannot be added in UploadWizard
  • The upload from URLAPI refuses to upload such images
