Create a convenience function for local account autocreation
Closed, ResolvedPublic

Description

Currently, if something server-side wants to be sure that a local account for a global user is created, it has to execute a snippet of code à-la createLocalAccount.php which is both inconvenient and prone to bitrot. There should be a single public function to do it.
