ContentTranslation must handle images that are not stored in Commons gracefully

Description

An image that is uploaded to Commons can be used in the target language.

An image that is uploaded locally in the source language cannot be used in the target language.

We can do one of the following:

Automatically copy the image to the target language.
If option 1 is not possible, we should hide the image in the source column, like infoboxes and timelines are.
