Removing extra blank line from two blank lines removes both blank lines

Description

What I started with:

Someone pasted text out of a Google doc onto office.wiki. The result was this:

Paragraph one.

Paragraph two.


==Section heading ==
Paragraph three.

The presence of two blank lines before the section heading makes an larger amount of white space, so I removed one (1) extra line in VisualEditor by pressing the delete (backspace) key one time. It looked correct on screen, but the resulting diff had removed both of the blank lines:

Paragraph one.

Paragraph two.
==Section heading ==
Paragraph three.

(This is sort of the opposite of T54798.)

Confirming, though only works for me when removing the first line of two empty lines via Backspace key in F36 (removing the second one does nothing).
