Not fixing this would mean that users who want to continue using babel won't benefit much from global user pages.

Yes, but let's not dupe it since this is specifically about Babel, which we may be able to implement separately from normal categories.

I have submitted patches to address this in Babel, and maintain a central database of language information.

Is there an expectation that non-Babel categories will work on remote wikis? I don't think so, and would propose declining the general "categories are not copied over" task.
