It is good for users themselves to be able to create an account.
However, sometimes, it is desirable to disable this feature and to give
the account creation capabiblity to WikiSysop only. Hope
there will be a system variable to control the switch between the two modes.

Just add these lines to LocalSettings.php:
$wgGroupPermissions['*' ]['createaccount'] = false;
$wgGroupPermissions['user' ]['createaccount'] = false;
That works fine.
