User without advanced permissions is unable to see normal Flow topics at new pages

[770562a2] Exception Caught: Insufficient permissions to see userlinks for rev_id = sfgow9tc7l80bgak

It only seems to be occurring at newly created pages. I can see them fine, but I'm a bcrat at that wiki.

This is a combination of T95581 and T95474. Both have been fixed, but not rolled out to officewiki yet.

Both of these need to be cherry picked out for 1.26wmf1, but its too late for today. Adding them to wednesday swat.

Cherry picked both those fixes and deployed them, this should be resolved now.

• Mattflaschen-WMF set Security to None.

I checked those pages, and I can now see the contents. Thanks for fixing this.
