That isn't the signature of the bot, it is part of the message. Ask the sender of the message to localize it if necessary.
This is a content issue with this particular message sent, not a suggestion for changes in the software. So Phabricator seems to be the wrong place for that.
More generally though, it would be great to have that footer ("About · Subscribe · ...") as a translatable page or template of sorts, and have MassMessage include it in the local language when posting. This is related to T56839 and to what Tech News is doing using Lua. (I might get to extend my existing Python script for the distribution of these Wikimedia Highlights translations to support that too eventually. But for MassMessage users who don't want to go through that kind of effort, support for translatable footer templates would be great.)

That's a good solution, granted MassMessage is capable of informing its users of the fact that such template exists.
