What this needs is:
- Approval of installation of phplot (most likely via composer https://packagist.org/packages/davefx/phplot)
- Preferably security review of the special page
- Approval for the possibly heavy database queries
- Possibly a rewrite of the whole thing
- To improve query performance
- To show longer time frames than what the recent changes table is limited to (30 days on WMF sites)
