Remove Phabricator user "Alakzi" - can't access account due to incorrect email address

Description

Could someone with enough permissions delete Alakzi's Phabricator account? According to this diff they have been locked out of their Phabricator account because they made a typo in their email address.

See also T105352 for another recent case where this happened.

We really need a way to fix this that doesn't involve deletion and recreation. I know it can be done via the database, but there's gotta be a way to expose it...

@demon: We could turn off email validation but that seems unwise.
