Misleading email notification on user rights change

Description

I received the following, I think due to the action of James promoting me to sysop on MediaWiki:

The MediaWiki page User:Mattflaschen-WMF has been changed on
July 10, 2015 by Jdforrester, see
https://www.mediawiki.org/wiki/User:Mattflaschen-WMF for the current
revision. 

Editor's summary: MW developer who needs to fix pages from time to time.

It's very misleading to receive this as a watchlist notification. Also, there is a separate Echo user rights notification, so maybe this should be blocked by an Echo hook (but it's confusing in its own right for a standalone install).

This is T44457: Email notification does not distinguish most log actions from edits (the message was improved in T115183, but its existence is still confusing). If you're watching your own user page, you will receive this message in addition to the Echo user rights notification.
