add magic words to enable and disable visual editor regardless of namespace

Description

i received a demand/requirement to use VE in WP space on hewiki.

there are good reasons (i guess) not to enable VE on some namespaces, and specifically "project" namespace, but it would be desirable to be able to override it for specific pages.
i was thinking something like

__ENABLE_VISUAL_EDITOR__
__DISABLE_VISUAL_EDITOR__

this should override the namespace default, but _not_ the user personal choice (i.e., if the user elected to disable VE).

this request was closed as "duplicate" of T54141, which in turn was closed as "declined".

i think it's wrong: T54141 only mentioned _disabling_ VE on specific pages. duplicating and then declining completely ignored the "enable" part of the request, which was the main part.

please reconsider reopening this one for the "enable" part only, which is not covered by T54141.
