[Bug] Running Wikibase API phpunit tests pollutes cached property info data (in memcached)

Description

When I run wikibase api phpunit tests, then my property info data for my dev wiki gets corrupt and polluted. Properties magically get a new data type and stuff appears invalid when I purge items.

When I restart memcached, then all is better.

would be much nicer if the api tests didn't corrupt this stuff.

Bumping to high, since spurious test failures and polution of production resources are not fun.
